CMCEL : Protecting Laval’s Farmland from the Trudel Studios Cinematic Complex Project

The Coalition Mobilisations Citoyennes Environnementales de Laval (CMCEL) aims to protect the City’s natural environments. In this case, the goal is to protect the agricultural land of the Trudel Studios Project, Lot # 6 519 773, owned by Laval since 1998. Located south of avenue Marcel-Villeneuve and surrounded by agricultural, residential and commercial sectors, this fallow land was farmed by an agricultural producer until February 2022 and has a surface area of approximately 200,630m².

It was in March 2022 that Trudel Studios proposed the Project to the Laval Executive Committee at an informal meeting. Two months later, they submitted a zoning change request for a film production complex of nearly 90,000 m², including shooting studios, costume and set manufacturing workshops, as well as administrative and production offices.

Following an analysis report by the City’s urban planning department on June 6, 2022, recommending that the zoning change application be denied, Laval nevertheless adopted the project on July 5, 2022. This recommendation was based on the lack of prior consultation with the citizens concerned and the expected strong opposition, notably due to an ongoing petition to preserve the zone for agricultural purposes.

The adoption of this project will have serious consequences for the affected farmland and others surrounding it. Moreover, citizens feel powerless in the face of this case, especially when the Town authorizes the sale of Lot # 6 519 773 for the sum of $32,101,000 to the film studio.

June 6 2022 : Analysis report prepared by the Service de l’urbanisme of Laval recommending refusal of the request of the zoning change request

July 5 2022 : Adoption of the Trudel Studios project

November 1  2022 : The city withdraws the bylaw and puts the project on hold

November 21 2023: The project returns with a new bylaw S.A.D.R.1-7

January 30 2024: The city adopts the bylaw for the Trudel Studios project despite several unfavorable interventions, including numerous briefs (CMCEL, Mère au front Laval, CRE de Laval, L’Alliance SaluTERRE/Equiterre)
